The RTS Story
* 1973-85: RTS founders licensed by CRTC to operate Canada's first urban non-commercial FM station in Montreal (CINQ/FM 102.3), established a consulting group for broadcasters and media projects. Directed journalism training for the newly created CBC-Quebec Northern Services radio staff. Participated in forming a regional Cree network of radio stations; trained management and staff for ten radio services in northern Quebec in conjunction with the Cree School Board
* 1985-95: Developed new Satellite Radio with Telesat with a segmented channel for radio for Cree-language programming. Project Manager for a new 50 KW FM station in Mistissini-Chibougamau area (CINI/FM 95.3) Designed and project managed Canada's first small-scale cable TV systems (Misti-Cable TV, Ginwat-Cable TV). Postscript publishing, for design and editing of annual reports in Cree-language Syllabic font
* 1992: RTS Canada expanded into a full-service team of professionals in management, engineering, training, research and technical studies for cable, radio, television, telephone and print development.
* 1996: RTS was acquired by Groupe Leclaire GLG Inc., a multi-faceted technical and engineering consulting group.
* 1995-2000: Participated in Internet-over-cable development via satellite with Cancom. Represented CHFG-FM, Chisasibi as Canada's first deregulated FM station Consulted and represented northern Quebec communities at CRTC hearings concerning telephone service. Project managed new 2-way cable system, Waswanipi, Quebec.
* 2000-2005: Consultant to the Grand Council of the Crees Eeyou Istchee in the formation of the Cree Telecom Committee, a group also including the Cree School Board, the Cree Board of Health and Social Services of James Bay and the James Bay Cree Communications Society. Directed business planing for full DOCSIS service on Ginwat-Cable Television Developed a metro fibre-optic ring project for telecom services in Chisasibi, Quebec; redesigned new FM facilities for Waskaganish, Quebec; consulted to an English-language radio project in Lac-Brome, Quebec, that would only see the light of day in David Fennario's play, Fessenden's Follies; consulted to establish new ISP for Oujé-Bougoumou, Quebec.
* 2004-2005: RTS Canada restructured as the operating arm of Groupe Leclaire with a wider range of engineering services and associates in telecom, radio, television and networks including, among others, Paul Charron, Specialist in radio studio installation and design; Paul Leclaire, Software and Network Systems Engineer; Brian Sawyer, Broadcast Engineering Consultant and President of Advanced Transmission Systems; Alec MacLeod, Director of film and video training; and Matthew Shepherd, Director of radio broadcast and journalism training.
* 2005-2007 Consulted to new telecom network service in the Eeyou Istchee (Ungava, James Bay) region of Quebec (15 communities); project managed high-power new FM station in Wemindji; project managed new cable TV operation for Creenet Inc.with high-speed Internet and multi-channel distribution with local programming. Film and radio production of Fessenden's Follies on the invention of radio broadcast on 50 stations.
* 2008-2012 Project management responsible for Design, Construction and Implementation of new towers for telecommunications in Waskaganish and Wemindji, each reaching over 400' ASL with high-power FM, regional 2-way communications, microwave and wi-fi serices

Hyman Glustein: president of RTS Canada and Groupe Leclaire, project manager for media outlets includingradio stations CINQ/FM Montreal ,advisor to Ginwat-Cable TV and Creenet HSI and TV service; consultant to the Grand Council of the Crees on telecommunications, to cable television systems and to FM operations in Montreal and across northern Quebec;formerly managing editor of Montreal Business Report (published by the Concordia University School of Management and Business), features editor at This Week in Business (English-language publication of Les Affaires), editor of Logos; and founder of Canada's first community radio station.
Fernand (Fred) Leclaire: founding president of GLG Inc., parent firm of RTS Canada, an engineer with design experience in radio, telephone and software; formerly Master Operator for the CBC radio network and technical director at Boneventure and Gaspe Telephone; product design and manufacturing engineer for Electrical Manufacturing and Beel Controls.
